Partnership structure that effectively directs and monitors services in the area and actively plans the future shape of these services.

Devolution of budgets to independent resident-managed community development trust, where or if appropriate.

Established Full Service Schools pilot covering all schools in the area experiencing high levels of participation of adults and families.

Full implementation of Full Service Schools concept to include:
medical; community development; training; advice/welfare; policing/enforcement; adult education; social services.

Identified a long-term pro-active focus for the delivery of crime reduction and enforcement, and to mainstream a dedicated area team.

Established concept of community policing within police force and mainstream agency funding for the crime reduction multi-agency team, based within a neighbourhood office.

Established a basis for delivery of comprehensive, need based childcare and family support services.

Adequate childcare and nursery places for all parents. Family support services operational from all community buildings, schools and resource centres.

Pro-active Housing Management Forum involving all Registered Social Landlords.

Formalised and integrated housing management agreement between all landlords, social and private, with complementary tenancy agreements and conditions covering agreed behaviour contracts and enforcement.

Unified response to issues of environmental nuisance, litter, graffiti, grounds maintenance in partnership with all responsible agencies.

Devolved budget and service control for an environment team involving repairs and maintenance, employing local people.

Comprehensive action plan for Greater Hollington detailing how residents will contribute, benefit from and tap into the full economic benefits of the SEEDA led regeneration package.

Full delivery of training, ‘upskilling’, learning programmes in conjunction with local and national employers, through a local people for local jobs programme.
