6.1 Delivering our vision will require concerted and focussed activity, within our partner agencies and the Partnership itself. The Greater Hollington Partnership Support Team will work to co-ordinate interventions to bring about maximum benefit to the Greater Hollington area. Local people will be central to all stages of the implementation of this Delivery Plan and will participate in the issue specific theme groups on an equal level with the service providers. Systems have been established to ensure that residents form half of all intervention/project appraisal panels. Local groups will be encouraged to consider delivering appropriate parts of the Neighbourhood Management work programme and they will be key to the monitoring of projects through their everyday experiences of life within the area. 6.2 The Neighbourhood Management Pathfinder is at an early stage in its development, and there is still some work to be done in developing and appraising specific project proposals. However, the final composition of activity is subject to more detailed study of the specific issues and the development of the Intervention Appraisal Group and their proposed project cycle management approach, a cycle of six stages through which projects are processed from the policy framework to the final evaluation. Employing the six stages of programme, identification, formulation, commitment and financing, implementation and evaluation within a project framework ensures that interventions are better designed, are more likely to meet their stated outputs and will provide a sustainable flow of benefits. 6.3 Within this Delivery Plan are a series of ‘Key Themes’ established by all those who have taken part in the consultation process to date. These themes represent the broad areas upon which the Neighbourhood Management Partnership will focus over the next few years. Presented below are the key areas of focus within each theme. They have arisen out of the baseline evidence and the responses to the consultation exercises and further development of the 2002 Greater Hollington Plan. Particular emphasis has been placed on the views of residents whilst formulising the Key Themes and Delivery Plan for 2003-05. |
